AI voice generator options for Philippine businesses, including Filipino voices

Short answer

An AI voice generator turns text into spoken audio. As of 12 Oct 2026, Filipino voices are listed by Google Cloud (fil-PH), Microsoft Azure (fil-PH) and ElevenLabs. OpenAI’s page lists Tagalog, and Amazon Polly’s language list did not include Filipino. Prices are in dollars, for example Polly Neural at US$16 per million characters (about PHP 1,005). Voice cloning needs the speaker’s consent, and listeners should be told the voice is synthetic. No audio was tested.

Which tool for which job

The vendor pages support these pairings. They do not say which voice sounds best, because that needs listening tests this page did not run.

  • Filipino-language narration. Google Cloud and Azure list fil-PH voices by name. ElevenLabs lists Filipino for two models.
  • A voice for videos and ads. ElevenLabs lists a commercial licence from its Starter plan.
  • Voice responses inside a workflow. All five are API services, so a tool such as n8n can send text and receive audio.
  • Lowest published rate. Amazon Polly Standard is US$4 per million characters, but its language list did not show Filipino.

The tools one by one

ElevenLabs

ElevenLabs sells credit-based plans. The page listed Free with 10,000 credits a month, Pro at $99 (about PHP 6,219) with 600,000 credits, Scale at $299 (about PHP 18,783) with 1,800,000, and Business at $990 (about PHP 62,193) with 6,000,000. Starter and Creator showed first-month offers on the page, so check the regular price before budgeting. A commercial licence is listed from Starter. Instant voice cloning is listed from Starter and professional voice cloning from Creator. The page says prices exclude taxes and does not name the currency code.

Its documentation lists Filipino among the languages of Eleven Multilingual v2 and Eleven Flash v2.5. For newer models it gives only counts of languages, not names, so Filipino support there is not confirmed.

Google Cloud Text-to-Speech

Google’s voice list names Filipino (Philippines), fil-PH, with Standard voices A to D, WaveNet voices A to D and Neural2 voices A and D. No Chirp 3: HD voice appeared for Filipino. Google’s pricing page returned no figures to this site’s reader, so no price or free allowance is quoted. Voice cloning was not checked.

Microsoft Azure AI Speech

Microsoft’s language-support page lists fil-PH with four voices: Blessica and Angelo as standard voices, and HD versions of each. The pricing page says prices are calculated in US dollars, shows a free tier of 0.5 million characters a month for neural text to speech, and did not display the per-character rate. Custom voice is a limited access feature that requires an intake form. Training a professional voice requires a recording of the voice talent reading a consent statement.

Amazon Polly

Polly’s pricing page lists Standard at $4.00 (about PHP 251), Neural at $16.00 (about PHP 1,005), Long-Form at $100.00 (about PHP 6,282) and Generative at $30.00 (about PHP 1,885) per million characters. Free tiers: Standard 5 million characters a month, Neural 1 million for the first 12 months, Long-Form 500,000 for 12 months and Generative 100,000 for 12 months. The language list read did not include Filipino or Tagalog. Check Polly’s current list before planning a Filipino project.

OpenAI

OpenAI’s pricing page lists tts-1 at $15.00 (about PHP 942) and tts-1-hd at $30.00 (about PHP 1,885) per million characters. gpt-4o-mini-tts is priced in tokens: $0.60 per million text input tokens and $12.00 per million audio output tokens. The text-to-speech guide lists Tagalog and not Filipino, says the voices are optimised for English, and states that you must clearly disclose to end users that the voice is AI-generated. Custom voices are limited to eligible customers and require a consent recording.

Free options

Free here means a monthly allowance, not unlimited use. ElevenLabs Free gives 10,000 credits. Azure lists 0.5 million neural characters a month on its free tier. Polly Standard has 5 million characters a month. Terms apply to each, and the free ElevenLabs plan does not list a commercial licence, so check before using the audio in an ad.

A voice clone copies a real person. Rules from the vendors’ own pages:

  • ElevenLabs. Its prohibited use policy requires explicit and informed consent to clone a living person’s voice, bars voice recordings of anyone under 18 from model training, and says you must clearly disclose when people are interacting with AI where the law requires it or silence would seriously mislead.
  • Microsoft. A recorded consent statement from the voice talent is a required step, and access is limited.
  • OpenAI. The voice actor records an approved consent phrase, and the sample must match.

Practical points for a business: get written consent from anyone whose voice you clone, keep it on file, and tell listeners when a voice is synthetic. This is not legal advice. Ask a lawyer about the Data Privacy Act and publicity rights before using a real person’s voice.

Connecting a voice generator to automation

Each tool is an API. A workflow can take text from a form or a CRM, call the API and store the audio file. n8n and Zapier can do this through generic HTTP steps or app connectors. Which connectors exist for each voice vendor was not checked. See the automation guide.

Frequently asked questions

What is the best AI voice generator for Filipino?

No test was run, so none is ranked. Google Cloud and Azure list fil-PH voices by name, and ElevenLabs lists Filipino for two models. Listen to samples before choosing.

Is there a free text to speech AI?

Several vendors list a free monthly allowance, such as ElevenLabs Free at 10,000 credits and Azure at 0.5 million characters. Allowances and licences differ.

How much does ElevenLabs cost?

The page listed Free, then paid plans up to Business at $990 a month, in credits. Starter and Creator showed first-month offers, so check the regular price.

Can I clone a voice for my business?

ElevenLabs offers instant and professional cloning on paid plans. It requires consent from the person whose voice is cloned.

Do I have to say a voice is AI?

OpenAI’s guide requires a clear disclosure. ElevenLabs requires disclosure where the law requires it or where silence would seriously mislead. Disclose anyway.
