Agentic AI: what it means and where it stands in the Philippines

Last reviewed
Published

Short answer

Agentic AI is software that is given a goal and works toward it by choosing steps and using tools, with limited supervision. In the Philippines, the dated public statements this page could read come from the DICT with Google Cloud, PLDT and Smart, TP and the IT-BPM association IBPAP. No official national count of agentic AI adoption was found, and no pending bill could be confirmed at the Senate or House record.

This page explains the term and lists what Philippine organizations have said in public. It reports statements. It does not rank products, advise on a purchase or predict outcomes. Every item below was read at the page linked, on 12 Oct 2026. The page has not been hands-on tested, and no editorial review by a qualified specialist has taken place.

What agentic AI means

The word “agentic” comes from “agent”: a piece of software that acts for someone. Two vendors that build these systems describe the idea in similar terms.

IBM defines agentic AI as a system that works toward a specific goal with limited supervision, and says it is made up of AI agents (IBM, read 12 Oct 2026). Anthropic, in its engineering guide to building agents, separates two designs. In a workflow, an AI model and tools follow steps that a programmer wrote in advance. In an agent, the model directs its own process and its use of tools (Anthropic, read 12 Oct 2026).

Both descriptions come from companies that sell or build the technology, so they describe intent, not a standard. The AI agents explainer defines the technology in more detail. This site’s AI automation guide covers the wider topic of automation with AI, and the glossary entry on the AI agent gives the short definition.

The last two rows matter most to a manager. A chatbot that gives a wrong answer can be corrected on the next message. An agent that changes a customer record has changed it. Producing content and pursuing a goal with tools are different jobs, and the second needs controls the first does not.

What has been announced in the Philippines

The table lists items from primary pages: a government partner named in a company release, company newsrooms and an industry association. Each was opened and read. Results quoted in vendor releases are the vendors’ own figures and were not independently checked.

DICT with Google CloudA multi-year collaboration. The release says DICT plans to use the Gemini Enterprise Agent Platform to build and govern AI agents that aid citizens, and that more than 50,000 public servants will be equipped with the Gemini Enterprise app, rising to more than 200,000 over the next 18 months22 June 2026 (page header shows 21 June)Google Cloud press release, includes statements by the DICT Secretary

Government statements

The only government statement in this table is the DICT’s, and it appears inside Google Cloud’s release. The release says DICT also plans to bring AI agents into its eGovernment platforms. It does not say which agencies use the agents today. No separate release on dict.gov.ph, and no statement by DTI or the Department of Economy, Planning, and Development on agentic AI, was found, so none is reported here.

Enterprise announcements by sector

Telecoms and outsourcing are the sectors with readable primary pages. The PLDT release reports, as PLDT’s own estimates, 18,000 to 25,000 hours a year reclaimed through Ellie, 25,000 to 30,000 hours a year through KAI, and a 97 to 99 percent cut in manual effort on risk assessments through ERICA. The Amdocs release reports more than 44,000 customer inquiries resolved through AI agents since March 2026 and a 25 percent rise in frontline productivity. Both are vendor-reported figures.

Banks are not in the table. Newsbytes.PH reported that the Bank of the Philippine Islands (BPI) chief executive described an agentic AI project for auto loan processing (Newsbytes.PH, 3 August 2026). That is a news report of remarks. A BPI release or filing was not found. Nothing on agentic AI from BDO, Metrobank, UnionBank, Globe or Concentrix could be read at a primary page on 12 Oct 2026.

Vendor programs

The Google Cloud program above is the vendor program with a dated, readable primary page. An OpenAI and Thinking Machines media briefing in Makati was reported by the Daily Tribune on 14 August 2026, but the article links to no primary release, so it is not listed.

What agentic AI could handle in Philippine workplaces

These are possibilities drawn from the items above, not forecasts.

  • Customer operations. Store Genie, as described by Amdocs, has several AI agents work on billing, provisioning and payment issues for frontline staff. TP describes agentic tools handling multi-step processes with people kept on sensitive conversations.
  • Back office. PLDT describes Ellie assembling customer proposals from internal knowledge and CRM data, and ERICA scoring risk statements against compliance standards.
  • IT service. No Philippine announcement on agentic AI for IT service desks was found at a primary page.

Questions a manager should ask a vendor

The IBPAP framework lists the topics it covers, which gives a practical checklist. These questions are the desk’s own, drawn from that list. They are not legal advice.

  • Permissions. Which systems can the agent read, and which can it change? Can access be limited to one task?
  • Oversight. Which actions need a person’s approval first? Is there a log of every action the agent took?
  • Data location. Where is customer data processed and stored? Is it used to train the vendor’s models?
  • Accountability. Who answers to the customer if the agent makes a mistake: the vendor, the integrator or your business? What is written in the contract?

Rules that apply

Data Privacy Act. Republic Act 10173 applies when an AI system processes personal data. The National Privacy Commission issued NPC Advisory No. 2024-04 on 19 December 2024 on AI systems that process personal data (NPC). This page does not interpret it.

Sector regulators. Banks, insurers, telecoms and health providers answer to their own regulators. Those rules were not reviewed for this page.

Pending bills. IBPAP stated on 18 September 2026 that no Philippine law regulating AI currently exists. Bills on AI have been reported as filed in the 20th Congress. The Senate and House records could not be opened on 12 Oct 2026: the Senate legislative page returned an access error. No bill number or status is given here because none was confirmed at the record. Check senate.gov.ph and congress.gov.ph.

What is not published

  • An official national count or rate of agentic AI adoption in the Philippines.
  • A DICT, DTI or DepDev policy statement specific to agentic AI.
  • Independent verification of vendor-reported results such as hours saved.
  • A primary page for bank, Globe or Concentrix agentic AI projects.
  • A confirmed bill number and status for AI legislation.

Method

Searches located the announcements. Only pages that were opened and read are listed, with the date shown on the page. Figures are quoted as printed and attributed. See the editorial policy for corrections.

Frequently asked questions

What is agentic AI in simple terms?

It is AI software that is given a goal and carries it out through several steps, using tools such as databases and business systems, with limited supervision. IBM describes it as a system that can accomplish a specific goal with limited supervision.

How is agentic AI different from generative AI?

Generative AI produces content when asked. Agentic AI takes actions across several steps and systems to complete a task, so it needs permissions, logs and review of exceptions.

Which Philippine organizations have announced agentic AI projects?

Items read at primary pages are the DICT with Google Cloud (22 June 2026), Smart and PLDT Home with Amdocs (23 June 2026), PLDT with UiPath (5 October 2026), TP (22 October 2025) and the IBPAP governance framework (18 September 2026).

Which Philippine rules apply to agentic AI?

The Data Privacy Act (RA 10173) and NPC Advisory No. 2024-04 apply when personal data is processed. IBPAP stated on 18 September 2026 that no Philippine law regulating AI currently exists. This is not legal advice.

What should a business ask a vendor offering agentic AI?

Ask what the agent can access and change, which actions need approval, where data is processed, and who is accountable for mistakes.
