Twilio and SMS APIs for Philippine numbers

Short answer

Twilio can send SMS to Philippine mobile numbers, but its guidelines say a registered Sender ID is required there, and unregistered ones are blocked. Twilio’s Philippines pricing page lists US$0.241 for outbound SMS (about PHP 15). Semaphore, a Philippine provider, lists Php 0.56 per outbound text before VAT. Both connect to n8n and Zapier through an API call or a built-in app.

Can Twilio send SMS to the Philippines?

Yes, according to Twilio’s own Philippines pages: it publishes a price for SMS to Philippine mobile numbers and a guidelines page with local rules. The rules matter more than the price. Twilio states that “Sender ID Registration is required in the Philippines” and that since April 7, 2025 messages with unregistered Sender IDs are blocked. A business that only tests with a trial account and no registered sender should expect delivery to fail until the registration is done.

The guidelines page names no regulator and no specific mobile network. It refers to “mobile operators” and “local operators”, and it says delivery of machine-to-machine traffic is best effort. Any statement about what a particular Philippine telco or government agency requires has to come from that body’s own notice, which this page does not cite.

The page’s table puts the two lowest figures in the SMS Outbound and SMS Inbound columns for mobile numbers. Its notes state that messages are charged per segment, that prices may change without notice and that carrier fees may apply. A failed-message processing fee of $0.001 applies only to messages that end in a Failed status. Committed-use discounts and Sender ID discounts are available through Twilio sales. Amounts below one peso and a half are not converted, because the site’s converter rounds to whole pesos.

Twilio’s Philippines rules

These come from Twilio’s guidelines page for the Philippines.

  • Sender IDs. Alphanumeric Sender IDs are supported with pre-registration, and Twilio gives about two weeks for provisioning. Dynamic alphanumeric IDs are not supported.
  • Names that are not allowed. IDs containing “TEST”, “MESSAGE” or “SMS”, including close variants, and IDs that present another network as “SMART” or “SUN”.
  • Long codes and short codes. Domestic long codes are supported. International long codes and short codes are not. A domestic long code can receive messages, and outbound messages from it are generally allowed only as a reply to a user-initiated message.
  • Links and numbers. Shortened URLs and phone numbers in message content are not allowed. URLs cannot be sent from domestic long codes. They need a registered alphanumeric Sender ID. Banking messages with URLs must use allow-listed templates.
  • Content that is blocked. Twilio lists loans, real estate offers, product and service promotions and political messages as blocked, along with other categories such as firearms, adult content, alcohol and tobacco. Messages that look person-to-person are filtered.
  • Opt-in. Commercial and promotional messages may be sent only to subscribers who specifically opted in, and they need a way to opt out.
  • Landlines. SMS cannot be sent to a landline destination, and the API returns error 21614.
  • Segments. Messages are 160 characters per segment, and UCS-2 is supported.

The “product and service promotions” line is the one a marketing team should read twice. According to Twilio’s page, promotional SMS is blocked on its Philippine route, so Twilio’s Philippine route suits account notices, order updates and one-time codes better than campaigns. Check the live page before relying on it, as Twilio can change it.

Semaphore

Semaphore is a Philippine SMS provider. Its site lists outbound SMS at “Php 0.56/text (ex. VAT)” and says it sends to all Philippine mobile networks, naming Globe, Smart, Sun and Dito. It says messages can be sent “from a name not a number”. The page read did not state sender name rules, an approval process or credit packs, so confirm those with Semaphore before planning around them.

From Semaphore’s API documentation:

  • Messages go to POST https://api.semaphore.co/api/v4/messages with an API key, a number and a message. The sender name is optional and defaults to the registered one.
  • One call can carry up to 1,000 numbers. The messages endpoint is limited to 120 calls a minute.
  • Messages over 160 ASCII characters are split automatically. A message that begins with the word TEST is dropped silently.
  • An OTP endpoint costs 2 credits per 160-character SMS, and each credit equals one SMS. Priority messages cost the same 2 credits.
  • The documentation page did not state the credit cost of a standard message.

The two prices are not like-for-like. Twilio’s figure is per segment in dollars with carrier fees possible, and Semaphore’s is per text before VAT. Segment counting, VAT and card conversion all change the final amount, so treat the table as a starting point for a quote.

How n8n and Zapier send SMS

An API call is all an SMS needs, so any workflow tool can use either provider.

  • Zapier. Zapier lists 9 operations for Twilio, 6 triggers and 3 actions. The actions are Call Phone, Send WhatsApp Message and Send SMS, and the triggers include New SMS and New Call. A Send SMS action is one task, so Zapier’s task-based pricing applies to each text sent.
  • n8n. n8n’s documentation says its Twilio node can send SMS, MMS or WhatsApp messages and make a text-to-speech call. For Semaphore no built-in app was confirmed, so a generic HTTP request to its endpoint is the route. See n8n for how it bills.
  • Replies. Inbound texts reach a workflow through a webhook set on the provider side. Twilio’s guidelines say domestic long codes can receive inbound messages. They do not describe inbound handling for alphanumeric Sender IDs, so confirm that before planning two-way texting.

A typical use is an order or booking record that triggers a confirmation text, with a human in the loop for anything unusual. Wider context is in AI automation in the Philippines and workflow automation for small business.

What to check before building

  1. Message type. Notices and codes against promotions. Twilio lists promotions as blocked for the Philippines.
  2. Sender. Register the Sender ID first and keep it free of the banned words.
  3. Opt-in. Keep a record of who agreed to receive messages and how they can leave.
  4. Cost in your currency. Twilio bills in dollars and Semaphore in pesos. Confirm VAT, card fees and minimum top-ups at checkout.
  5. Law and telco notices. This page cites no Philippine statute or telco rule for SMS. Check the current notices from the mobile networks and the government bodies that apply to your sector.
